Национальная образовательная инициатива «Наша новая школа» считает, что образование должно быть доступно и равно для всех, в том числе и для детей с ограниченными возможностями. Поэтому появилась такая форма обучения, как «инклюзивное образование». Она предполагает совместное получение общего образования для детей с физическими, социальными, эмоциональными или интеллектуальными отклонениями и детей, не имеющих такие ограничения.
Цель этого проекта: гармоничное взаимодействие детей вне зависимости от их возможностей. У «инклюзивного образования» есть множество положительных сторон. Дети с ОВЗ будут в обществе своих сверстников, у них появится возможность «быть услышанными», они смогут получить поддержку, находясь в коллективе, разностороннее развитие.
«Инклюзивное образование» в других странах не новшество. Европейские государства освоили такую форму обучения еще в конце XX века. Коррекционные школы перестали работать, а на их смену пришли обычные школы с разделением на 2 корпуса: для детей с ОВЗ и с полными возможностями. Однако это никак не влияет на взаимоотношения между школьниками. Они видятся во время перемен, обеда, уроков физической культуры, общешкольных мероприятий. Разделение нужно для удобства детей с ограниченными возможностями. В корпусе есть все необходимое: пандусы, поручни, отсутствие препятствий, все техника расположена на доступном расстоянии. В школе работают квалифицированные специалисты: сурдопереводчики, реабилитологи, медицинские работники, психологи, логопеды, дефектологи. «Инклюзивное образование» в Европе имеет хорошие результаты, потому что к каждому ребенку есть индивидуальный подход: начиная с определения вида инклюзии и заканчивая подбором штаба педагогов для эффективного обучения.
В России же «инклюзивное образование» появилось совсем недавно, однако уже имеет под собой правовую основу: оно регулируется федеральным законом «Об образовании», согласно которому любая школа обязана обеспечить условия для детей с ограниченными возможностями, то есть все общеобразовательные школы в России – инклюзивные. Несмотря на это не все из них готовы принять детей с ОВЗ: дефицит квалифицированных специалистов, отсутствие необходимого оборудования, технических средств, плохое оснащение и неприспособленность условий для детей с ОВЗ.
Переход к «инклюзивному образованию» не был постепенным: такие преобразования оказались неожиданными для всей системы образования, в которой итак имелись несовершенства, поэтому школы оказались не готовы к переменам как финансово, так и психологически. В России сущность «инклюзивного образования» заключается в том, что к ребенку с ОВЗ приставлен тьютер, который провожает ученика на уроки, водит в столовую. Школьник с ограниченными возможностями ходит на все уроки вместе со своими сверстниками, изучает ту же школьную программу. Однако отсутствие разделения по инклюзиям вызывает проблемы как и у остальной части класса, учителя, так и у ребенка, имеющего отклонения. Учитель должен объяснить учебный материал всему классу, а ученик с ОВЗ в силу своих способностей не всегда успевает усваивать программу, расписанную поминутно, наравне со всеми. Педагог же не может уделить время каждому ученику, потому что из-за этого пострадает качество образования остальной части класса. Поэтому многие родители не готовы отдавать своих детей по программе «инклюзивного образования», предпочитая ему индивидуальное или домашнее обучение.
Получается, что в России не готовы к внедрению «инклюзивного образования» не только учреждения, но и педагогический состав, родители детей с ОВЗ. Государству и обществу предстоит долгий путь к совершенствованию этой формы обучения. России стоит перенять опыт других стран по организации разноуровневого образования, посмотреть, как детей с ограниченными возможностями готовят к началу обучения. Эти этапы помогут более успешно интегрировать детей с ОВЗ в общество.
